What if...your business could make a $5,000 donation to the YWCA of Hanover Pre-K Scholarship Tax Credit Program and it would cost your business nothing?  What if a $10,000 donation would cost your business nothing?

You Can.  Through the Educational Improvement Tax Credit (EITC) program, set up by the Pennsylvania Department of Community and Economic Development, Pennsylvania businesses can make donations from $1 to $10,000 to the YWCA of Hanover Pre-K Scholarship Program and receive a 100% credit on their state tax bills.

How the EITC Program Benefits Your Business

Through the program, the Pennsylvania Department of Community and Economic Development provides state tax credits to eligible businesses that contribute to the YWCA of Hanover.  A business approved for a tax credit will receive 90 percent of the contribution if the business agrees to provide the same amount of contribution for two consecutive years.  The maximum credit is $200,000 per taxable year.

How to Make EITC Work for You

The Department of Community and Economic Development must approve your business before you make a contribution and receive tax credits.  Approval is accomplished through a simple one-page application, which is due on (and not before) July 1 each year.  Once approved, your business must make its contribution to the YWCA of Hanover within 60 days and provide proof of the contribution to the Department within 90 days.  We will provide proof of contribution with a written acknowledgement in accordance with EITC Program guidelines to businesses of all contributions received.

How Your Contribution Through EITC Benefits Local Communities Families

The YWCA is an approved Educational Improvement and Pre-K Scholarship Organization.  Our Educational Improvement Program demonstrates the following outcomes:

· Supporting children and families by providing a supervised environment during nonschool hours and offering academic, recreational, artistic, and other activities that enhance student success;

· Supporting schools by offering additional academic assistance to students in need, reinforcing the ways students learn and apply school content, and engaging families.

· Support communities by preventing youth participation in crime and supporting school-community connections; and

· Support state goals to ensure students have the knowledge and skills to succeed in a knowledge-based economy.

Our Pre-K Scholarship Program provides tuition assistance to eligible Pre-K students.  This is a program of instruction for students at least three years of age operated by the YWCA of Hanover.  We align our curriculum with that of the local school districts and we are mandated to provide a minimum of two hours of instructional and developmental activities per day.  This program operates year round.

 How to Apply

All you need to do is work with your company’s comptroller or accountant to determine whether your business is eligible and file a simple, one-page application.  A limited number of tax credits are available each year, and not every business that applies is approved or eligible.  Visit http://www.newpa.com to download the application and guidelines or Tina Heffner, Executive Director of the YWCA of Hanover at theffner@ywcahanover.org or (717) 637-2125.

Is My Business Eligible

To be eligible for tax credits, a business must be authorized to do business in Pennsylvania and subject to one or more of the following taxes:  Corporate Net Income Tax, Capital Stock, Franchise Tax, Bank and Trust Company Shares Tax, Title Insurance Companies Shares Tax, Insurance Premiums Tax, or Mutual Thrift Institution Tax.

What Is The Deadline to Apply

The PA Department of Community and Economic Development begins processing applications on July 1 of each year, but tax credits are awarded on a first-come first serve basis.  All available EITC funds are typically exhausted by early September of each year.  We urge all businesses applying for EITC to fax their applications to the PA Department of Community and Economic Development (fax # 717-772-3581) on July 1.

Do I Have To Reapply Each Year

Applications for businesses that are applying for a second year of tax credits should fax no later than May 15.  Applications for renewal are processed first.
